Recently, many provinces have successively released the 2024 hazardous waste standardization assessment work plan, indicating that the annual hazardous waste standardization assessment and management work will be carried out one after another.
Unlike in 2023, a new batch of standards will be fully applied in the evaluation work in 2024, especially for ledger recording, declaration and registration, construction and management of hazardous waste storage facilities, and information technology construction.
For hazardous waste declaration and registration, in addition to completing the declaration and registration through the national solid waste system before March 31, 2024, key management units and simplified management units shall complete the declaration for the previous month and the previous quarter before the 15th day of each month and the 15th day of the first month of each quarter, respectively.
That is to say, before February 15th and March 15th, the above two types of units should also complete monthly declarations separately. Units that have not yet completed the declaration work should pay attention to changes, and at the same time, they should also complete the quarterly report work for the first quarter before April 15th, and so on.
There are also electronic tags for hazardous waste. Starting from this year, key regulatory units for hazardous waste will also be required to obtain electronic tags and QR codes through the national solid waste system. This is a new requirement for waste generating units after the update of GB18597. When transferring hazardous waste, electronic tags must also be associated with electronic documents.
The new requirements have put forward more standardized requirements for the refined management of hazardous waste in waste producing units. In order to make waste producing units aware of the requirements for standardized management of hazardous waste in 2024, the Environmental Research Institute has developed a framework for standardized management of hazardous waste in 2024 based on these new requirements, for reference by various waste producing units.
This PPT is the overall framework for standardized management. Based on 2023, detailed operational guidelines will be further developed for each system for waste production units to learn.
